What Is Changing in Grundy County, IL

These come from the county's own board and committee documents. Each one says what the documents say and nothing more. The County Board met October 13, 2026, and its minutes were not posted when this page was checked.

What the documents say

Energy storage ordinance

County rules

Unincorporated Grundy County

The county drafted its first zoning rules for battery storage facilities larger than 1 megawatt. The draft allows them only on land zoned A-Agricultural or I-Industrial, requires a separate special use permit and public hearing for each one, and sets a 150-foot setback from homes on neighboring property.[28] The Land Use Committee recommended approval unanimously on September 23, 2026,[31] and the ordinance was on the County Board's October 13, 2026 agenda.[32]

Update to the county's Unified Development Ordinance

County rules

Countywide

The county's Land Use Department called case 26-ZBA-007 the first comprehensive update to the ordinance in sixteen years, covering building permits and grading, subdivision and street standards, permit procedures, definitions and highway access rules.[26] The Zoning Board of Appeals recommended it on August 18, 2026,[28] but on August 26, 2026 the Land Use Committee tabled it and sent it back to the Zoning Board of Appeals.[30] It was on that board's October 20, 2026 agenda, and the county had not posted that board's minutes when this page was checked.[34] A draft ordinance in the packet for the County Board's November 10, 2026 meeting says that board again gave it a unanimous positive recommendation on October 20, 2026.[39] The Land Use Committee's draft minutes say it unanimously recommended approval on October 28, 2026,[38] and it is on the County Board's November 10, 2026 agenda.[39]

Coal City 1 solar permit extension

Extension

5347 N. Dresden Road, Morris, Goose Lake Township

Coal City Solar CS 1 LLC asked for a second extension of the special use permit for its solar project on about 30 acres of industrially zoned land. The developer said the approval in place at the time would expire October 14, 2026. The Land Use Committee recommended approval unanimously on September 23, 2026,[30][31] and it was on the County Board's October 13, 2026 agenda.[32]

Goose Lake Township solar permit extension

Extension

N. Erickson Road near Morris, Goose Lake Township

Goose Lake Township Solar 1 LLC asked for a 12-month extension of its 2025 special use permit for a 4,990 kWac solar farm on a 30.137-acre agricultural site. The Land Use Committee recommended approval unanimously on September 23, 2026, and the draft ordinance would extend the permit until October 2027 with 30 conditions.[30][31] It was on the County Board's October 13, 2026 agenda.[32]

Truck and trailer repair site access variance

Variance

4020 W. Dupont Road at Verona Road, unincorporated Grundy County

A proposed truck and trailer repair and inspection facility with a 7,000 square foot building needs a variance from the county's access rules for corner clearance. The Animal Control/Highway/Transit Committee tabled it on August 20, 2026.[27] The committee's draft minutes say it tabled the request again on September 17, 2026, by a unanimous vote, because SalClay asked it to, and moved it to its October 22, 2026 meeting. It was on that meeting's agenda, and the county had not posted the result when this page was checked.[33]

Industrial rezoning at Route 47 and Minooka Road

Zoning

Northeast corner of Illinois Route 47 and Minooka Road, Morris, Saratoga Township

Bryan Papesh, for owner Minooka 47 LLC, asked the county to rezone 14.51 acres from agricultural to industrial for an industrial subdivision to be called Midwest Industrial Park (case 26-ZBA-018). The county's October 15, 2026 staff report says the City of Morris adopted a resolution objecting to it on October 5, 2026, and if the city files that objection in time, approval would need the votes of three-fourths of all County Board members. The report says two conditions the county code sets for industrial zoning appear not to be met. It lists a Zoning Board of Appeals hearing on October 20, 2026, a Land Use Committee review on October 28, 2026 and a County Board vote on November 10, 2026.[35] The case was not on the Land Use Committee's October 28, 2026 agenda[37] or on the County Board's November 10, 2026 agenda, and the county had not posted the hearing result when this page was checked.[39]

Cold-in-place recycling and overlay contracts

Roads

Dresden Road; Reed Road, Broadway Road and Carbon Hill

On August 11, 2026, the County Board unanimously awarded D Construction two contracts: Dresden Road from E. North Street to Pine Bluff Road, $911,238.45, and Reed Road (I-55 to Broadway), Broadway Road (Spring to Braceville) and Carbon Hill (Braceville to I-55), $2,014,728.13.[26]

Ridge Road construction

Roads

Ridge Road (County Highway 37V), W. Mondamin Street to McEvilly Road, Aux Sable Township

An amendment to the county's agreement with the Illinois Department of Transportation for federally funded construction on this half mile of Ridge Road says it adjusts the costs to reflect the final costs of construction. It adds $412,562.91 and brings the total to $14,018,069.91, including $8,061,000.00 in federal funds. It was on the Animal Control/Highway/Transit Committee's October 22, 2026 agenda[33] and is on the County Board's November 10, 2026 agenda.[39]

Road use agreements for data center traffic

Roads

Braceville Township and Maine Township

Proposed agreements on the Animal Control/Highway/Transit Committee's October 22, 2026 agenda would have the county highway superintendent negotiate road use agreements with data center developers whose work uses Braceville Township or Maine Township roads. The county would inspect those roads before, during and after the work and require the developer to repair any damage.[33] Both agreements are on the County Board's November 10, 2026 agenda, and the committee's October 22, 2026 minutes were not posted when this page was checked.[39]

Gorman Road rebuild

Roads

Gorman Road

The full-depth reclamation rebuild of Gorman Road ran into unforeseen field conditions, and a resolution asked for $160,000 from the county Highway Fund to cover the extra work. The committee sent it to the County Board on September 17, 2026,[29] and it was on the Board's October 13, 2026 agenda.[32]

Jugtown Road bridge over Claypool

Bridge

Jugtown Road, 0.11 mile south of Whitetie Road

The County Board unanimously approved a $91,532 engineering agreement with Chamlin & Associates on September 8, 2026 for replacing the bridge deck and superstructure, with abutment slopewall repairs.[32] The agreement's schedule lists survey work in October 2026 and project letting in April 2028.[27]

Minooka Road and Interstate 80 interchange

Roads

Minooka Road at Interstate 80

At the September 8, 2026 County Board meeting, the chairman said Congressman Darin LaHood had announced a $5 million federal funding award for a new interchange. The minutes give no total cost or schedule and show no county vote on it.[32]

Rice Road bridge

Bridge

Rice Road

On July 23, 2026, the county's Highway Director told the committee the project would not start in 2026, that Nicor still needed to move its gas main, and that he was hoping for a spring 2027 start.[27]
